Full reboot restored all affected components, including the built-in i8042/atkbd laptop keyboard, USB keyboard/mouse, USB peripherals, and external displays. The earlier xHCI unbind/rebind had restored USB devices and the frozen external display but did not restore the built-in i8042 keyboard; only the subsequent reboot restored that keyboard.
journalctl -k -b and journalctl -k -b -1 both return -- No entries --, although persistent journal history exists for the current and previous boots.
