Linux has removed a bunch of code in this commit:
https://github.com/torvalds/linux/commit/64edfa65062dc4509ba75978116b2f6d392346f5

One of those removed headers was referenced in LLVM. Upstream has provided a 
fix:
https://github.com/llvm/llvm-project/pull/194116/changes

For 21 specifically, this was backported upstream, so we will be able to
drop the patch fix once that makes its way to the archive.
