 * Low, this brings back a legacy feature now disabled in Mesa by
default, just a packaging change

 * Just the usual Mesa testing
 * But additionally confirm `eglinfo` reports EGL_WL_bind_wayland_display:

$ eglinfo -p surfaceless | grep EGL_WL
    EGL_WL_bind_wayland_display
```

 * Just a configuration change in Mesa, unlikely to cause issues
