d/control: Demote rabbitmqadmin-ng to Suggests
rabbitmq-server has an admin client, rabbitmqadmin, written in Python.
It has been rewritten and improved in Rust in a separate and standalone
project. rabbitmq-server removed the legacy Python client in v4.3.0 [1].
This removal has been followed in Debian, and rabbitmq-server now
Depends on the new package rabbitmqadmin-ng.
The rabbitmqadmin-ng package is in universe and FTBFS at the time
of the Ubuntu release. The MIR has to be assessed and delayed
for later. We decided to demote it to Suggests.
Obviously, this change has to be revisited in future cycles if
rabbitmqadmin-ng makes its way into main.
