Well we're never going to find out why that particular hang happened, and we can't reproduce it.
We managed to reproduce some issues in the past, and fix them and then had to revert the fix because it broke more important users. The networking code is incredibly complex, and while we can reasonably backport changes to the timeouts here, we'd need to wait a year or so to figure out if a code change is safe to backport. Everything is highly dependent on the particular network response times.
