The regular and OEM installer modes need it. Calamares has to run over Xwayland in order for keyboard layout changes within the installer to work (mostly) the way the user would expect, since the systemd D-Bus method Calamares would otherwise use to adjust the keyboard layout is intentionally disabled (not by us but by systemd's package maintainers, IIRC) in Debian and Ubuntu.
