Would it not be sensible to revert (partially) this
jitterentropy-library dependency change and get openssl migrated?

Openssl is going to block more and more things in proposed.

There is no guarantee a MIR review on this will be accepted, and can
take a long time. The MIR can proceed in the meantime, and the change
re-applied if/when it is approved.
