Expected:
thermald accepts the 125000000 uW RAPL maximum reported by the kernel.
What happened instead:
On my i9-14900K, thermald rejects the 125 W value because of its hard-coded
100 W sanity limit and reports:
"rapl_controller" 100000000 0 100000000
This check is not CPU-specific and can affect other non-DPTF Intel CPUs that
report RAPL maximums above 100 W.
Upstream fixed this in thermald 2.5.12:

A tested backport of the one-line upstream change is attached.
