Summary:

After installing Ubuntu, the display brightness is significantly lower
than in Windows, even when the brightness is set to 100%. The screen
remains noticeably dim, although Ubuntu reports that the backlight is
already at its maximum value.

Hardware:

Laptop: Dell Latitude 7490
Graphics: Intel UHD Graphics 620 (Kaby Lake-R GT2)
Graphics Driver: i915
Boot Mode: UEFI
Installation: Dual boot with Windows


Software:

Ubuntu Version: Ubuntu 26.04 LTS (Resolute)
Kernel: 7.0.0-28-generic

Problem:

The screen is much dimmer in Ubuntu than in Windows.

The brightness slider works, but even at 100% the display brightness is
significantly lower than Windows on the same hardware.

The hardware backlight appears to be operating at maximum, but the
display is still dim.

Troubleshooting Performed
Verified brightness slider is set to 100%.
Night Light is disabled.
Verified /sys/class/backlight/intel_backlight/brightness and actual_brightness 
are both at maximum (1023).
Tried changing brightness using:
xrandr --output eDP-1 --brightness 1
xrandr --output eDP-1 --brightness 1.5

No visible change.

Added the kernel parameter:
i915.enable_psr=0

Updated GRUB and rebooted.

No improvement.

ubuntu-drivers list returned no additional drivers.
dmesg did not report any backlight-related errors.

Expected Behavior:


Ubuntu should achieve approximately the same maximum screen brightness as 
Windows on the same hardware.

Actual Behavior:

Ubuntu reports maximum brightness, but the display remains significantly
dimmer than Windows.

Additional Information:

This issue is consistently reproducible after every reboot.
