Public bug reported:
We are seeing all images < 24.04 that were created before the switch to
`ubuntu-pro-client` and before the release of `ubuntu-advantage-tools`
v31.2 are failing to upgrade `ubuntu-advantage-tools` due to a prompt
caused by the transition to `ubuntu-pro-client`.
This seems to be the first-ever -security publication to the package.
Since U‑U installs only from -security these images have not
experienced this issue before.
Impacts images with ubuntu-advantage-tools < 31.2 (16.04–22.04) that never ran
the 31.2 rename‑takeover migration for ubuntu-pro-client.

To reproduce, launch one a VM with of the aforementioned URNs and run:
sudo apt update
sudo DEBIAN_FRONTEND=noninteractive unattended-upgrade -v
