And samba 4.3.26 from resolute worked. This is the config I used in
smb.conf, same as questing:

[timemachine]
        vfs objects = catia fruit streams_xattr
        fruit:resource = file
        fruit:metadata = netatalk
        fruit:locking = netatalk
        fruit:encoding = native
        fruit:time machine = yes
        path = /timemachine
        read only = no
        guest ok = no
