Reviewed during patch pilot shift; the zig0.16 package is now present in
stonking so this can potentially be sponsored. Some changes are likely
needed though:

* The maintainer needs to have an @ubuntu.com address (running update-
maintainer is probably sufficient here)

* The vendoring looks reasonable, but the debian/copyright file doesn't
properly reflect the licenses of most of the vendored packages (most
appear to be MIT but according to d/copyright are GPL-3 under the "*"
catch-all)

* d/control specifies this builds for "any" architecture, but in the PPA
the only successful builds are on amd64. I tried building this locally
on my Pi (8GB of RAM + 2GB swap) and it ran out of memory and got OOM'd.
So I tried on a bigger pi (16GB of RAM + 4GB of swap) and *again* it
OOM'd. Maybe there's some issue with zig0.16 on non-PC archs?
