This was fixed in version 0.9.17, as upstream commit 42377db: https://git.ipfire.org/?p=location/libloc.git;a=commitdiff;h=42377dbd26c946cf0df3402ca197290608e0bc22
--- Stonking (26.10) has libloc 0.9.19-1, and Resolute (26.04) has 0.9.18-3build3. The current release and latest LTS both have the fix incorporated. Noble (24.04) has 0.9.16-3.1build2, so it displays the warning on Python 3.12+. This is an SRU candidate.
