Stonking (26.10) has libloc 0.9.19-1, and Resolute (26.04) has
0.9.18-3build3. The current release and latest LTS both have the fix
incorporated.

Noble (24.04) has 0.9.16-3.1build2, so it displays the warning on Python 3.12+.
