From the discussion in
https://github.com/NetworkConfiguration/dhcpcd/issues/616: DHCPv6 is
just an address, there is no prefix. DHCP IA_NA always provides a /128
address (see RFC 9915, Section 21.6).

So IPV6NETMASK=128 is correct, but better remove the IPV6NETMASK setting
to avoid confusion.
