this is intended to protect you, let me explain.
In the past (that is why the web and AI often do not help yet) proposed was the 
same priority by default.
So you enabled proposed and a lot of things in your system got updated, if any 
of them was faulty potentially casing issues and distracting from the 
verification.

Theese days (e.g. in resolute) the default priority of proposed is lower than 
the rest
 100 http://archive.ubuntu.com/ubuntu resolute-proposed/restricted amd64 
Packages
     release 
v=26.04,o=Ubuntu,a=resolute-proposed,n=resolute,l=Ubuntu,c=restricted,b=amd64
     origin archive.ubuntu.com

So you can enable it and yet nothing gets upgrade by default, protecting
you.

To test you have to tell the tools what to get it from, like:
 $ sudo apt install <pkgyouwant> -t noble-proposed
