Agreed, although I think we only need to add a package that can decode
HEVC-coded HEIF (i.e., HEIC) - that's libheif-plugin-libde265 (or
libheif-plugin-ffmpegdec if we care about hw accelerated decode, which I
don't think we do).

For AVIF, I think there's a misunderstanding. It should already decode
out of the box, because libheif1 depends on an AV1 decoder (aomdec |
dav1d). I understand that the glycin-loaders change is really a
correctness fix. Loaders should recommend decoders, not just encoders.

This is just the copy-pasting that happened in the libheif packaging.
Probably the short-description should be clearer, but the longer
description does eventually correctly explain the purpose of the
package:

"This package contains the x265 plugin that uses x265 to encode HEVC
images."
