ok. turns out, i think this was not a bug. i'm running ubuntu in WSL, and i think when libnghttp2 was upgraded, WSL had some memory caching issue. yesterday when i "fixed" this by downgrading the version, i also had to terminate/restart WSL in order for it to work.
