For HEIC specifically, we cannot install it by default because it uses
patented codecs -- but we may add it to the `ubuntu-restricted-addons`
metapackage so that it gets installed when selecting the option for
proprietary drivers in the installer.

AVIF on the other hand does seem to be just an oversight on our part.

Charles, what do you think about adding a bunch of heif plugins to
ubuntu-restricted-addons?
