Okay, a bit more information has come through on the originating bug for
this, which has indicated this definitely isn't a kernel bug. Instead,
dracut is silently truncating the initramfs it generates (during the
zstd compression phase) when the host system runs out of memory.
So, this is a dracut issue, not kernel.
