Yes, that would make sense because if it's a modal dialog, you can't type in the main application window anyway. That's the only case I see where "stealing" the focus is OK, and it's not really stealing because that's what a modal dialog does *by definition*.
The only question remaining is what would make sense when a new window opens right where the mouse is currently located (assuming focus follows mouse).
