systemctl disable tmp.mount doesn't work. It outputs the following:

The unit files have no installation config (WantedBy=, RequiredBy=, UpheldBy=,
Also=, or Alias= settings in the [Install] section, and DefaultInstance= for
template units). This means they are not meant to be enabled or disabled using 
systemctl.

followed by some reasons why this should be so.

Then, after rebooting, findmnt /tmp  outputs

TARGET SOURCE FSTYPE OPTIONS
/tmp   tmpfs  tmpfs  rw,nosuid,nodev,nr_inodes=1048576,inode64,usrquota
