Graham, libjpeg8-empty built libjpeg8 and libjpeg8 has many reverse dependencies. libjpeg8 only started being built by libjpeg-turbo with the stonking-proposed uploads. I think you need to restore the libjpeg8 binary package in stonking.
I believe libjpeg-turbo isn't able to migrate out of stonking-proposed until openexr migrates. openexr isn't able to smoothly migrate so all of the packages depending on openexr need to migrate simultaneously. I did some work on trying to get the transition done, but I don't have capacity to finish it.
