linux-image-generic pulls in linux-modules-extra-$(uname -r), but a
noble lxd vm installs linux-image-virtual, which does not have that
dependency.

$ apt-cache rdepends linux-modules-extra-$(uname -r)
linux-modules-extra-6.8.0-124-generic
Reverse Depends:
  linux-image-6.8.0-124-generic
  linux-image-unsigned-6.8.0-124-generic
  linux-image-uc-generic-6.8
  linux-image-uc-generic
  linux-image-uc-6.8.0-124-generic
  linux-image-generic-6.8
  linux-image-generic

It looks like our best bet now is to have the d/t/upstream-tests script
install linux-modules-extra-$(uname -r) at runtime, to cope with any
running kernel.
