I will try to make a case and reproduce the exact steps, because I had
this on two different systems, actually even four, but at least there
was:

- one system that was a fresh install with 26.04
- one system that was dist-upgraded to 26.04

Both behaved exactly the same. I suppose it is essential to have a
normal interface name and an altname. In my case this was VMs running on
a recent version of proxmox.
