Public bug reported:

I'm on Linux Mint 22.3 since January this year.
Since updating to 6.17.0-23 (somewhere in May), I am getting what I can only
describe as 'desktop stutter': mouse freezes, keyboard stops responding (when
this happens during key down, it keeps repeating), and during online meetings
the audio stutters (stops, or repeats) as well. It only lasts for a second or
so, but that's more than enough to completely disrupt work flow. It happens
roughly once per minute, but seems to vary. I haven't been able to tell if that
correlates with e.g. system load, memory usage or the like. Possibly other
things like video and windows stutter, but I haven't been able to spot if this
is the case or not.

The latest kernel installed is 6.17.0-35, and I've also tried 6.17.0-29
and 6.17.0-23. They all have the same issue, although it may be that
it's slightly better on *-29 and *-23 (haven't tested extensively).

I have now booted into 6.14.0-37 (I believe that is the one mint 22.3
shipped with), and have not yet experienced any stutter in the ~30
minutes uptime. For any of the others, this would happen at least once
per 5 minutes.

cat /proc/version_signature:
