Steps to reproduce:
Boot Dell Latitude 5450 (Meteor Lake, Intel Core Ultra) with Ubuntu 26.04,
kernel 7.0.0-15-generic
Run modinfo iwlwifi | grep 7e40
Expected: Device ID present, iwlwifi binds to 00:14.3
Actual: No output. iwlwifi loads but never binds. No dmesg output from iwlwifi
at all. lspci -nnk shows Kernel modules: iwlwifi but no Kernel driver in use.
/sys/bus/pci/devices/0000:00:14.3/driver does not exist.

Note: This is distinct from LP #2037390 where iwlwifi was probing the device
but failing on missing firmware. Here the PCI ID 7e40 is entirely absent from
the module — the device is never attempted.
