Sadly, this bug was never filed in the upstream bug tracker at https://github.com/mikalstill/pngtools/issues, so I didn't notice. I am the author of pngtools, but I do not monitor distro bug trackers -- it is the responsibility of the distros to inform the upstream author of issues when found.
That said I can reproduce your bug, but not with modern versions of exiftool. It all comes down to chunk ordering -- when tEXt appears after IDAT, pnginfo reports "0" text strings.
