Public bug reported:

Legacy BIOS system (not UEFI), MBR partition table.

Ubuntu 26.04 installs successfully on /dev/sdb1, but GRUB cannot boot
it.

GRUB console:

ls (hd1,msdos1)
→ unknown filesystem

ls (hd1,msdos5)
→ ext filesystem detected

Ubuntu 22.04 on /dev/sdb5 boots normally.

Replacing Ubuntu 26.04 with Ubuntu 24.04.4 on the same partition
(/dev/sdb1) fixes the problem immediately and Ubuntu 24 boots
successfully.

This may be a GRUB/ext4 compatibility issue on BIOS systems.
