Okay, back to this bug. This does look like a fairly classic case of
having external sources configured, for which the upgrader can't
calculate a dist-upgrade to resolute. Have you tried the suggestion from
the release-upgrader? While the version of lynis and syncthing is
probably quite behind in noble, reverting them to the archive version
may then permit the upgrade to proceed and the resolute versions are
probably quite a bit closer to upstream (in case you're relying on any
features from the newer versions).

I'd leave the ESM-apps source alone for now -- that one shouldn't get in
the way of the upgrade, but the other two are probably worth disabling
and downgrading the respective packages before trying again.
