We try to avoid making virt stack packaging & dependency even more complex, 
especially for this case where 
packagekit not using the latest solver

Is there any reason to not move packagekit to the new solver ?

I did the test for the second proposal you make of demoting the Priority
of qemu-system-x86-hwe to extra and it works:

$ pkgcli install virt-manager

nows install 6 more packages:
