On a system that does not expose EFI variables to Linux ubuntu-desktop-
bootstrap 26.04-755c3d5ab (608) failed when trying to run efibootmgr -v
with an error
Stderr: EFI variables are not supported on this system.
On systems where EFI variables are not writable Subiquity can
successfully install Ubuntu. We should also allow it to succeed if EFI
variables cannot be read.
/var/crash and /var/log are appended.
