We discussed this in stand up, and here is my view on the topic right now. Option 2, meaning updating the u-r-u quirk to split the stanza, would more or less immediately fix the Raspi issue, so I think it would be good to implement it sooner, rather than later.
I suggest having a Discourse post explaining how to recover from the situation, that we could link from the Release Notes in the known issues section. Also, I don't know how the motd mechanism is working, but that could be a good way to spread the word to Raspi users as well, to help them recover.
