not enough detail to determine what cloud-init-network is blocking on.
If this issue persists, can you please provide the tarfile from `sudo
cloud-init collect-logs`? Note that you may want to inspect the tarfile
to ensure instance-data-sensitive.json is not included in the tarfile as
it will likely include initial password used during provisioning.
