Also seeing this on a Dell Pro Max 16 Premium (Arrow Lake-P, Arc Pro 130T) with kernel 7.0.0-22-generic. Same exact PHY A 0c70 / DPLL state restore failure signature, same ineffective workarounds. Filed as bug #2154646 with additional notes: bug fires on every resume in my case (not only long dwells), recovery time is longer (30–75s), and some cycles result in silent hard freezes ~1 minute post-resume with no kernel log entries before the freeze. Linking the bugs in case the Ubuntu kernel team wants to consolidate.
