This behavior is by design, as the ssh-agent service should only ever be
started by the socket, with:
systemctl --user enable --now ssh-agent.socket
so the Install is deliberately omitted from ssh-agent.service. Arch's
Also is only a shortcut, but not strictly necessary. Debian
intentionally did not include it.
