Public bug reported:

As part of the transition to dbus-broker (bug 2015538), we're going to
demote the dbus-x11 binary package to universe.

The ubiquity binary package includes ubiquity-dm, which seems to have
once been used to run a live desktop session with the ubiquity graphical
installer. As this was written many moons ago it assumes X11, no systemd
user session, and a manual dbus user session launched via `dbus-launch`.

Please consider the most appropriate action between:
* Demote bin:ubiquity to universe, currently in supported due to oem-config 
which I'm not sure really needs to be supported
* Split ubiquity-dm into a separate binary package in universe
* Drop the `Depends: dbus-11` stanza: if there are users of ubiquity-dm they 
can add it to their seeds
* Modernize ubiquity-dm to run a systemd user session (via pam_systemd?), which 
in turn would pull in the default user dbus service, instead of dbus-launch
* Delete ubiquity-dm??
