Public bug reported:
This symptom was observed during stx 11 to stx 13 upgrade, on both SX and DX.
Platform upgraded to stx 13, started k8s upgrade with vim.
On a DX system, system failed to swact to controller-1 when it was unlocked
after kubelet upgrade completed.
The swact failure was due to etcd service.
On a SX system, the same failure was observed when controller-0
lock/unlock after k8s upgrade completed successfully.
