Currently TPM FDE upgrades are blocked, however as of the improvement on
- TPM for 26.04 we should re-enable them again.
+ TPM FDE for 26.04 we should re-enable them again. This involves
+ integrating operations with snapd in order to first assess whether the
+ system is running under TPM FDE, then identifying the correct upgrade
+ path, and finally verifying that the upgrade was successful.

+ In this case, an upgrade on a TPM FDE hybrid system consists of the deb
+ upgrades and remodelling of the model assertion to the later version.
