Running `info pci` in the QEMU console list the devices that QEMU
presents. See appended qemu_info_pci.txt.

I can't see any duplicate bus-device-function combination there.

When removing some devices in qemu.conf one can see the conflict moving
around, e.g.

Originally:
sysfs: cannot create duplicate filename 
'/devices/pci0000:00/0000:00:01.1/resource0'

Without balloon device:
sysfs: cannot create duplicate filename 
'/devices/pci0000:00/0000:00:03.0/resource0'
