Public bug reported:

1) Ubuntu 24.04.4 LTS (Noble Numbat)

2) systemsettings: 4:5.27.11-0ubuntu2
   plasma-workspace: 4:5.27.12-0ubuntu0.1

3) System Settings window should display its content (sidebar,
   settings modules) normally.

4) The System Settings window renders black. Content is only
briefly visible when moving the mouse inside the window.
This appears to be a version mismatch: plasma-workspace was
updated to 5.27.12 via noble-updates but systemsettings
   remained at 5.27.11 from noble/universe.
