in the meantime it became clear that the problem is related to the interaction between the gdm (wayland) and xfce desktop (x11). if the xfce packages are not installed, the boot behavior is normal, gdm greeter appears. with xfce installed, some kind of a race condition is created so that the gdm greeter appears on the first and maybe second boot but then fails on consecutive boots. choosing another kernel in grub then can potentially make the gdm login appear again.
