ubuntu-release-upgrader-core:

Normally, Ubuntu LTS versions offer only upgrades to new LTS versions by
default by setting `Prompt=lts` `/etc/update-manager/release-upgrades`.
However, in Ubuntu 26.04, this file is set to `Prompt=normal`by default,
leading to an upgrade notification when 26.10 is released in October. As
this was not the case in previous releases (and inconsistent with the
intent of using LTS), and users cannot change their settings using the
GUI as `software-properties-gtk`is dropped from the default install,
this behaviour seems unintended and might lead to confusion for users.
