The problem shows up in Gutsy & Hardy too. It seems that after a clean install in System Settings the delay value for keyboard repeat differs from the actual value. In System Settings it's 660 ms, Kubuntu's default is about ~300 ms (I don't know the exact value). When you change another parameter on the panel (e.g. NumLock on KDE Startup: Turn On), System Settings sets delay to 660 ms after Apply. From now the two values (the one in System Settings and the actual) are going together and setting back delay to ~300 ms solves the problem. But if you like your numlock to be turned on on startup, you have to set up keyboard delay manually.
