GNOME Shell offers a Ctrl+Alt+Tab shortcut to move the keyboard focus from any 
application window into an element of the desktop shell itself, like the top 
panel or the dock.
When moving focus to the shell however the last application window still thinks 
it has keyboard focus, and will draw its UI reflecting that, giving it a 
"focused" look. That may be confusing, since all keyboard input is now directed 
to the shell UI and not to the application.
