As described on the page you linked, mlkem768x25519-sha256 and
sntrup761x25519-sha512 are key agreement algorithms.
ssh-keygen is a tool to generate key pairs to be used for digital
signature schemes and authentication.
These are separate concepts, so yes it is normal that ssh-keygen does
not offer mlkem768x25519-sha256 or sntrup761x25519-sha512.
