This is not a bug. The error message 'E: Aborting removal of the running
kernel' is expected behaviour: dpkg's kernel pre-removal script refuses
to remove a kernel package that is currently booted, to prevent an
unbootable system.

To remove this kernel, boot into a different kernel first, then run the
removal.

Also note that linux-signed-oem-6.5 is no longer supported. If you are
still on Ubuntu 22.04, please upgrade to the 6.8 HWE kernel (linux-
generic-hwe-22.04).
