Public bug reported:
GNOME Shell adapts the end session dialogs wording if updates are
pending reboot, however this relies on the presence of GNOME Software
and so it's not properly working in ubuntu.
We should rely on the same logic that updates-notifier uses to show the
appropriate message to the users.
