Public bug reported:

OBS Studio 32.1.0-0ubuntu1 on Ubuntu 26.04 fails to enable NVENC even
though the NVIDIA driver and NVENC runtime are installed and working.
nvidia-smi works, ffmpeg -encoders shows h264_nvenc, hevc_nvenc, and
av1_nvenc, and libnvidia-encode.so.1 is present. OBS loads obs-nvenc.so
but reports warning: [NVENC] Failed to launch the NVENC test process I
guess, then info: NVENC not supported, and only x264 is available in the
encoder list. Using strace shows OBS tries to execute /usr/bin/obs-
nvenc-test, but that file is missing: execve("/usr/bin/obs-nvenc-test",
...) = -1 ENOENT (No such file or directory). dpkg -L obs-studio and
dpkg -L obs-plugins do not contain obs-nvenc-test. This appears to be a
packaging issue in the Ubuntu OBS package.
