This is not a bug in autopkgtest: containers for older Ubuntu release do
not work on newer Ubuntu releases due to different requirements in terms
of cgroups support. You can verify this by doing:
lxc launch ubuntu-daily:xenial x
lxc exec x bash
apt update
I suggest trying building autopkgtest VM images (autopkgtest-build-lxd
--vm).
If you think you're hitting a different issue than the one I described
please comment back.
