Hello,

When a package like ggml , synced from debian and rebuild in ubuntu build 
environment
`rocm-target-arch` utility used to determine supported ISAs returns wrong list 
(the one for debian)
which causes some architectures to not work at all even though they supposed to 
work in ubuntu.

We need to use a better approach then just basing our target lists on 
debian/changelog
file.
